I observe the same behavior with 17.3.3, maybe we should reassign to 17.3
version?

The GPU runs fine other tasks and benchmarks only WarThunder is slow. BTW If
GALLIUM_HUD is enabled with buffer_wait_time, those values are very high for
this kind of workload (~100-120ms), normally they're in us, not ms.
