[PATCH 4/7] drm/nouveau: remove questionable enable_signaling implementation

The comment that the callback is mandatory is incorrect and testing if
the fence is signaled or not just duplicates the testing by the core
framework. So this looks superflous.

Keep the implementation for the uevent operations.
