Announce: Split out flatpak-builder to separate module

I just split out the code for flatpak-builder into its own module:

Which in the future will get separate releases, etc. The flatpak-
builder binary and docs has been removed from the main flatpak repo.

Flatpak-builder is not a core part of flatpak in the same sense as the
other parts in the flatpak module, it is just a front-end that
automates calling out to "flatpak build". While it is an important part
of the flatpak eco-system it doesn't and shouldn't have the same
gravity as the core stuff, especially as we're getting closer to a 1.0
release.

Most distributions are already shipping flatpak-builder in separate
packages, so in practice this will not really change anything for end
users. However, packagers will need to create an new source package
for flatpak-builder.
