Announce: Flatpak-builder 0.10.3

Sorry about the many releases, but i think this one *finally* supports 
shallow git clones on git 1.8.3.1, which is the one in RHEL 7.

 * Yet more fixed or older versions of git.  In particular, we disable
   fsck during transfer when doing a shallow clone and the git version
   is less than 1.8.3.2.
