Please package and test 0.9.98

I just released flatpak and flatpak-builder 0.9.98, which are
preparatory releases for a stable 0.10.0 release.

There are some outstanding things I want in 0.10:
* transaction log (https://github.com/flatpak/flatpak/pull/1030)
* libflatpak API for ref removal (https://github.com/flatpak/flatpak/issues/1031)

But, other than these I expect 0.9.98 to have all the features that
0.10 will have.

I'd like 0.10 to be a solid release, so please package 0.9.98 in all
distros that are currently shipping the 0.9.x branch and test it as
much as you can.
