Dependent on choice of desktop environment. GNOME is the default in
the installer, and has included gnome-software since Debian 8 'jessie'
(released in 2015). KDE, XFCE, etc. don't.

Not currently. Debian 10 'buster' (expected 2019) might install it as
part of a default GNOME desktop.

pkexec apt install gnome-software-plugin-flatpak

This will also pull in gnome-software if you don't already have it.
