It depends on desktop environment that user choose on installation. If
GNOME is selected as default desktop, gnome-software is included.
Flatpak already on openSUSE repository, see
https://software.opensuse.org/package/flatpak.
To install flatpak, just run

sudo zypper install flatpak

or using 1-click install.
