Not an OpenSUSE guy but happen to be familiar with their build tool. From:

https://build.opensuse.org/package/view_file/openSUSE:Factory/gnome-software/gnome-software.spec?expand=1
https://build.opensuse.org/package/binary/openSUSE:Factory/gnome-software?arch=x86_64&filename=gnome-software-3.26.6-1.1.x86_64.rpm&repository=standard

I'm pretty sure the flatpak plugin is part of the main gnome-software RPM.
