Is it possible to install and use Flatpak as a non-root user?

The output of "flatpak install --help" mentions "--user", as do other commands
which support it.

There is an online copy of the man pages here:

Flatpak.org has a prominent "5 minute tutorial" link already, which is
mostly user
documentation along with some developer documentation. I don't see much need
for improvement there.
