Install problem on Raspberry PI 4G 32bit

A 404 error means the URL wasn't found. So you do have connectivity, but
the thing you're trying to download isn't there anymore. Run `apt-get
update` again. You presumably have stale repo metadata telling you about a
version of the package that has since been updated.
