[Fontconfig] Estimate date for 2.3.0 release

I'd like to get i18n name/style support into the library for 2.3 and fix
some semantic problems that have cropped up in the last couple of weeks.  
Other than that, it's ready to roll.  But, I won't have time in the next 
month to do any of that, so we're looking at early september as a likely 
time frame.
