[Fontconfig] Towards a 2.4 release

Hi all,

I'm going to prepare a 2.3.93 release later today.

Now, I'm going to be travelling for the next 3 weeks.  This would seem
to be a good amount of time to shake out bugs for 2.4.0.  I was thinking
that it might be good to release 2.4.0 by mid-January, when I get back.
 Are there any more issues we'd like to resolve by then?
