[Fontconfig] Can't find usable expat library

--with-expat=/usr/local may be what you want -- that says to find the 
headers in /usr/local/include and the library itself in /usr/local/lib.

Or, you can set 

	--with-expat-includes=/usr/local/include --with-expat-lib=/usr/local/lib

and it should find the includes and library correctly.
