[Fontconfig] No fc-cache(1) doc in 2.3.92?

fc-cache(1) and fc-list(1) exist for me. I'm not sure why theydon't exist
for you. fontconfig(3) does not exist for me. Patches are welcome.

It says __vendorversion__ for me.
