[Fontconfig] How to make sure the correct font is picked?

I have two fonts installed in the same directory, one
is a japanese font and the other is generic cjk font.
If I set the language to japanese, I want to make sure
the japanese font is picked instead of the generic
one. Is there a way to do this using fontconfig? 
Also, is there any kind of search order of fonts with
in the same directory?
