[Fontconfig] Marking glyphs as deliberately blank, per font

I don't have much to say in terms of the correctness of the 
pseudo-syntax, but the presentation as a whole was very interesting.

My only comment is that I'm not crazy about the usage of "<fake>" in the 
examples.
