Found it, it is in 1/64th of a point.  The numbers didn't add up 
because the test
program had another scale factor squirreled away in it.

16731/64 = 261.421875

vs. scaled EMF coordinates, converted (properly this time) to points

(8278 - 1751)*.04 = 261.080000

which are the same to .13%.
