[Fontconfig] Font aliases for old Microsoft font names

It may be that the presence of those two fonts in Windows 3 may have had
their genesis in OS/2 development. Recent, if not current, users of later
OS/2 and earlier eComStation versions who find those fonts called for by web
pages or office documents may find them supplied by the OS, such as by the
following when opened in the old Mozilla Suite and early Firefox and
SeaMonkey versions:

Later Gecko releases have the two families mapped to scalable fonts by the
Innotek Font Engine:
