[FriBidi] fribidi and meson

After a bit of experimentation this command seems to get me a little bit 
further:-

       meson -Ddocs=false builddir

However, I still don't see any VC projects or libraries getting 
generated :-(

Also... if I run 'sanitycheckc.exe' (which does get built) it doesn't 
produce any output (not sure if that's good or bad...)
