The rate is not set to a random number.  It is set to the last successful rate
(which is very high due to the looping through all supported formats).  My
understanding is that FreeBSD's dehavior will be changed such that the smaller
rate (1000).  The code for FreeBSD's sound driver can be found at
http://www.freebsd.org/cgi/cvsweb.cgi/src/sys/dev/sound/pcm/ .
