What change is being made to the driver?  The log file in the duplicate bug
shows that the driver returned 0 and set rate to a seemingly random number.

Could someone add a link to a cvsweb page for the implementation of the rate
ioctl?  I'd like to figure out what exactly is going on, and make sure as many
problems get fixed simultaneously.
