validation code for refactored scale functions

This is the validation code I used to test the results of the re-worked wide
arithmetic functions.  GSL's Mersenne Twister random number generator is used
to provide random input to gst_util_uint64_scale() and
gst_util_uint64_scale_int(), and the output of both is compared to the correct
result as computed by GMP.  No discrepancies have been observed.
