I still don't really understand what exactly you're after, but I'm fairly sure
GStreamer can do what you want already, so unless you can provide some more
details of what you're looking for at the GStreamer level I'm going to close
this bug and suggest you file bugs with feature requests against individual
applications.

Normal media players will play back only one audio track at a time, so one
volume control for that track should be sufficient IMO. Maybe you're looking
for something like jokosher?
