    scanobj: only update inspect files when we run in update mode

    Check the stamp file to avoid rewriting all inspect files and rescanning.
    Fixes #623356


I don't like that the gstdoc-scan object now checks for the stamp file. But if
that fixes it I'll try a more elegant solution (like adding a command-line
parameter).
