I can't reproduce it with that file either :(

Could you retry with the packages from
https://launchpad.net/~gstreamer-developers/+archive/ppa ? If the problem still
exists, could you get a debug log with

GST_DEBUG=5 GST_DEBUG_NO_COLOR=1 totem yourfile.flac &> log

(then compress the log and attach it here)
