After chatting with wtay on IRC it seems I've been chasing after the wrong
thing. Apparently it's expected that there will be a thread waiting for preroll
while the pipeline is PAUSED. I should try to instead figure out why the
pipeline isn't reaching the PAUSED state at all when this bug reproduces...
