Having had a look, level 3 isn't enough for a debug log, please use 5. There is
no information on the steps that caused the pad push to return with
not-negotiated.

It would be even better (as in, would make it more likely that someone would
debug it sooner) if you could find a ges-launch command line which reproduces
this.
