Need some kind of a state machine which will tackle following usecases

- Rollover of PTS/PCR, PCR rolling over first and viceversa
- Completely reset PTS/PCR. Outgoing PTS should be a continuation of last valid
PTS(Buyg #725047)
- Reducing PTS - Can happen during packet losses

Let me put some thought into this
