I don't think you should read the NACK as a request, but as a status report.
You're just saying, "I didn't receive packet x,y,z", not "please re-send
packets x,y,z". In the multicast case, if you have a large group, the sender
could look at how many nacks it got for each packet for example. Although I
understand NACKs can't be used for very large groups. So maybe I've
over-thinking this
