As a data point, ^C on the following pipeline seems to be fine:

gst-launch-1.0 videotestsrc ! queue ! jpegenc ! queue ! multipartmux name=m  !
multipartdemux ! fakesink   videotestsrc ! queue ! jpegenc ! m.

So possibly an interaction between souphttpsrc and multipartdemux.
