There's another bug from a couple of years ago about this (but without patches)
somewhere :)

My main question is: how would who/what use this? Does any application really
gain anything by being able to tell whether the flow error was not-negotiated
or not-linked? Currently it looks a bit like doing it just because we can, I
don't understand the envisioned use case yet.
