I did try to use GStreamer 1.8.1 for Windows XP SP3 32bit and I got error
message:

"The procedure entry point strerror_s could not be located in the dynamic link
library msvcrt.dll."

Steps to reproduce:
1. run gst-launch-1.0.exe
2. see error message

1.6.4 doesn't have such error
