This is really an issue in GLib, who dropped Windows XP support, and GStreamer
also intends to drop XP support.

It's not too difficult to work around / patch technically if you need to
though, it's just that we have no intention to support a Windows version that's
not even supported by Microsoft any more. Sorry.
