I'm not sure how something called "range" would work.  not the implementation,
but what the vision of how it would be used.

I also don't see how foreground/background is relevant.

  foreground-color    : Foreground color to use (big-endian ARGB)
                        flags: readable, writable, controllable
                        Unsigned Integer. Range: 0 - 4294967295 Default:
4294967295 
  background-color    : Background color to use (big-endian ARGB)
                        flags: readable, writable, controllable

So.. sure, look into it.
