infrastructure for vaapide decoder-specific properties

This patch adds infrastructure to vaapidecide for allowing each type-specific
decoder to define its own properties.  h264's new low-latency property serves
as a first example.  I added it as a separate patch (as opposed to combining it
with the previous patch for this bug) since that might make it easier to review
this feature independently, and perhaps use this new infrastructure for the
other two open issues that need to add h264-specific properties.
