Exactly, though we should file a bug for the shout package, seems odd.

About Windows, their is an export macro being tweaked for static vs dynamic
plugins, if you really need that for static plugin, you need that for libraries
too, which I doubt. Anyway, when merged, you'll be able to figure-out.
