Some improvements have been made since then, so to check if it is already fixed
please try:

git clone git://anongit.freedesktop.org/gstreamer/gst-omx
and change gst-omx/configure.ac line 51, GST_REQ=1.13.0.1 -> GST_REQ=1.12.0.1

Thx, and also the pipeline you use. Try to make it simple (without audio):

GST_OMX_CONFIG_DIR=path_to_gstomx.conf gst-play-1.0 h264_video.mp4
--videosink=glimagesink --flags=video-audio-text

Use left and right arrow to seek, space to pause.
