Quote from the Spec:

"This specification defines a low-overhead bitstream format as a sequence of
the OBU syntactical elements defined in this section. When using this format,
obu_has_size_field must be equal to 1. For applications requiring a format
where it is easier to skip through frames or temporal units, a length-delimited
bitstream format is defined in Annex B."

as a side note: the mandatoriness obu_has_size_field only showed up in the Spec
around 14. July 2018.
