Specification ISO/IEC 23009-1 (Second edition) defines no restriction on edit
list, but not sure whether other amendments are redefining it.

And DASHIF recommendation (yes, it not spec, but broadly referenced) is saying
that,

6.2.5.2 Bitstream switching
```
The @presentationTimeOffset attribute shall be sufficient to align audio video,
subtitle, and presentation timelines at presentation a Period’s presentation
start time. Any edit lists present in Initialization Segments shall be ignored.
It is strongly recommended that the Presentation Time Offset at the start of
each Period coincide with the first frame of a Segment to improve decoding
continuity at the start of Periods.
