Only if you have a live source upstream. In that case it does add 20ms, but
previously the real latency was actually controlled by max-lateness, so you
would think there was no latency, but it was not actually true. And if you
enabled QoS, it would drop every packet making it unusable.

Yes it's a small change in behaviour, but I argue that the previous behaviour
just didn't work at all.
