FYI: this was added when the build system hadn't yet been fully updated
to be automake-1.5 compatible: at the time, automake 1.5 returned a list
of warnings, and then a failure condition, but had actually generated a
valid set of Makefile.in's.  If the build system now works properly with
automake 1.5 (as I'm guessing it does, but I havn't had time to so much
as compile gstreamer for months), uncommenting these lines is the
correct thing to do.
