[gst-devel] Added some docs/random/ subdirs

I just added the directories omega, wtay, and richardb to the docs/random/
directory.  These will hold random doc files for each of the developers,
since I almost lost all of the ones I hadn't committed.  What you put
there is up to you.  More directories will be added for additional active
developers.
