[gst-devel] README-files in plugins/*

I was also wondering if we should start to use some kind of Changelog.
I would prefer to see them written for the entire project, but it
should probably be nice to have them local to each plugin.

However, they might not contain very useful information - but sometime
it is nice to be able to see what was done without having access to
the internet.
