[gst-devel] core API extension suggestions

i all, (esp. wtay and omega)

While implementing the autoplugger, I found I needed or wanted some
functions to make life easier. But these functions belong to the core
and not in the autoplugger.
They are an extension to the current codebase, they do not change
anything available.

Anyway, have a look at it and if they're ok, I can commit them.

PS: It's a C file, not a patch, because I keep using copy and paste to
include it in my code :)
