I don't think Thomas wanted to decide about all of these points, he only
told what he felt was the right thing to do.

As I understand Thomas's mail, he doesn't want to forbid decisions from
being taken on IRC, but that important decisions taken on IRC should be
mentioned on this list to make sure everyone knows about it.

A ChangeLog would be really convenient ;) It's not really easy to follow
what is happening in GStreamer CVS (cvs2cl is cumbersome to use, and the
commits mailing list not really easy to parse).
