[gst-devel] Updated docs

Hi team,
I just updated the docs on the webpage. I ditched the old docs by
version setup and instead placed the docs in version independent
directories. This way we can update the docs with new versions without
clogging CVS and the website with X parallel doc structures.

I have not updated the ps and pdf versions yet. What is the command
again to build those?
