2.4.20 should work, I tested that, too.

I'm a bit unsure what the issue us here. are you sure you have the
latest ffmpeg, i.e., are you sure that your checkout didn't fail?
Compare gst-plugins/gst-libs/ext/ffmpeg/Tag with
gst-plugins/gst-libs/ext/ffmpeg/ffmpeg/CVS/Tag.
