[gst-devel] documents the state of unfinished stuff

hi all,

while I was doing so minor documenation fixes in the gstreamer/libs package
(namely control), I was stumbling upon:
* gstgetbits/putbits
* unitconvert in control
both are mostly undocumented. I've asked steve baker about the unitconv stuff
and learned that it is unfinished.
Therefore I accept that this is not part of the official docs.

Now to the point. Has anyone an ideas how we can document that. Should we settle
on some agreement to e.g. put a std. /** .... */ comment into the file and
saying that it is not yet finished and what the TODOs are.
Or should one that discovers such '(mostly) dead code' bugzilla it, so that
other can comment on it.
