Gstreamer isn't hosted on gnome.org and in fact never was -- it had its
own servers IIRC but it's hosted on freedesktop.org nowadays. Thus, it's
not handled through the GNOME Translation Project (GTP).

However, since it's hosted on freedesktop.org, its translations are
handled through the Translation Project
(http://www.iro.umontreal.ca/contrib/po/HTML/), or the TP for short,
which is another translation project that handles all freedesktop.org
translations that I know of so far (xfree86_xkb_xml,
unicode-translation, unicode-han-translation, shared-mime-info,
gstreamer, gst-plugins).

Thus, to translate gstreamer, you should join the TP and your language
team in that project, or create a new one if needed.
In the case of Arabic, there seems to be a team already
(http://www2.iro.umontreal.ca/translation/registry.cgi?team=ar), so you
should probably join that one.
