One must use a protocol to have knowledge of packet
boundaries. TCP gives one a virtual stream of bytes.
Event if the client is sending bytes to the server,
this  client may send data in packets as large as
posible, ... The ioctl that you mention, FIONBIO, only
tells the program that total amount data stored in the
memory of the operating system with data received from
the network not yet read by the server. It cannot give
you information about packet boundaries
